'Admiral Howe' was Richard Howe [http://en.wikipedia.org/wiki/Richard_Howe,_1st_Earl_Howe], 1st Earl Howe (1726-1799), who commanded the naval forces for Britain during the War of American Indepndance, and who also served on the peace commission at the end of the conflict. It was Adiral Howe who was in command of the British fleet during the victory at the Glorious First of June in 1794, against the ships of the First French Republic.
