There are a number of Wiggintons in England. However, there is one Wigginton, with occasional reference to it as Wiggington, near York, North Yorkshire [https://en.wikipedia.org/wiki/Wigginton,_North_Yorkshire] which used to have a pub called The Windmill Inn. It ceased to be a pub in July 1939 and is now a private residence called Windmill House [https://www.closedpubs.co.uk/yorkshire/wigginton_windmill.html].  My supposition is that this is the the village and pub referred to in the title of this tune. Given it is published in '''A Northern Lass''' (1995), this more northerly village is also likely.  I [Taz Tarry] have not been able to find any other information on, or source for, the tune.
