However, there is one Wigginton, with occasional reference to it as Wiggington, near York, North Yorkshire [https://en.wikipedia.org/wiki/Wigginton,_North_Yorkshire] which used to have a pub called The Windmill Inn. It ceased to be a pub in July 1939 and is now a private residence called Windmill House [https://www.closedpubs.co.uk/yorkshire/wigginton_windmill.html].  My supposition is that this is the the village and pub referred to in the title of this tune. Given it is published in A Northern Lass, this more northerly village is also likely.  I have not been able to find any other information on, or source for, the tune.
