John Offord (1985) identifies this tune as an extract from wikipedia:George_Fredric_Handel's Harmonious Blacksmith variations for the harpsichord. He points out, "'Harmonious Blacksmith' was a derisive title because the music was played by ordinary people."
Sunbury Common is a village in Surrey, on the Thames, southwest of London. Sunbury was once the residence of Admiral Hawke, who blockaded Rochefort in 1757. The melody was first published in John Johnson’s Choice Collection of 200 Favourite Country Dances (London, 1751).
