HESITATION WALTZ. AKA and see "Shepherd's Wife Waltz." The Hesitation waltz was a slow, leisurely dance form popular around the turn of the 20th century, apparently derived from Viennese operettas (according to Edward B. Marks, They All Sang, 1934, p. 157).
