[[wikipedia:James Madison|]] (1751-1836) was the fourth President of the United States when O'Hara published his volume in New York in 1813. The previous year, in June 1812, he had asked Congress to declare war against Great Britain due to the impressment of American seaman and the seizure of cargos on the high seas. He was re-elected later that year for a second term and retired in 1817.
