Scott Skinner (1843-1927) and printed in his Logie Collection (1888). Skinner dedicated it to Alexander Reid, and appended this old rhyme in the margin above:

The River Spey is famous angling river in Morayshire, Scotland. A haugh is a Scots word for a low-lying meadow by the side of a river. There was an Alexander Reid [1] (1854-1928) contemporaneous with Skinner who was an internationally influential art dealer in Glasgow, a friend of James Abbott McNeill Whistler and Vincent Van Gogh, but whether he is Skinner's dedicatee is unkown.
